Whenever I have to deal with someone who needs me to prove without a shadow of a doubt that what I am suggesting they do will actually work, I think of this quote.  Understanding how human motivation works is difficult.  If you do find something that impacts behavior or perception, you may still find out it stops working at some point, or when you reach some level.  Or, perhaps, it only works in some departments or with some patients and not others.  But, if you wait until all data is collected and all signs are clear, you will always be a decade behind those who will try, fail, tweak, and succeed.
